Dual OS Platform

What is this technology that microsoft unveil? it let windown and androind run in one device. Is mobile version or the Normal PC x86 structure? I not so clear about it. if using PC full speed to run the android i think it will be a good news too. And future they have more device that run 2 OS, no need to think too much  buying which one. Yeah.
